앗시리아 정책과 히스기야 개혁간의 문제에 있어서 외스트라이허(Oestreicher)의 논제가 지배적인 견해이었다. 그는 요 시야가 정치적 관심을 가지고 개혁을 일으켰고, “신명기적 종교 개혁의 특성을 가진 이 개혁은 앗시리아 제국주의의 권위를 거부하였 다”고 보았다. 이 주장이&nbsp50년간 계속 정설처럼 여겨지다가&nbsp60년대 말부터 공격을 받게 된다. 최 근 맥케이와 코간이 그 공격의 선봉이 되었다.*
